Assistant General Secretaries
Anne is head of the Legal & Industrial Relations Department in INTO Head Office. She is a qualified barrister having being called to the bar in 2008. She also holds a B.ED degree and an honours LL.B in lrish law. Anne initially worked as a primary teacher in St Joseph's NS, Tullamore before taking up appointment in INTO Head Office. On initial appointment Anne was assigned overall responsibility for managing members' queries. Subsequently she served as Equality Officer and as secretary to the INTO’s Equality Committee. She was promoted to Senior Official and then as Assistant General Secretary in January, 2002.
The Legal & Industrial Relations Department in INTO Head Office has a wide brief including dealing with:-
- Legislation.
- Child protection.
- Equality and the INTO’s national equality committee.
- Policy formation.
- Issues arising in the area of staff relations including advising on various procedures such as mediation/arbitration/grievance/harassment/bullying.
- Procedures related to the recognition of qualifications and teacher evaluation including Whole School Evaluation.
- Health and safety matters including allegations of assault.
- Relations with management and parent organisations.
- Disciplinary matters.
- Casework – which involves pursuing/defending claims on behalf of individual teachers in a variety of forums eg Employment Appeals Tribuna, Equality Tribunal, Labour Relations Commission/Labour Court, Board of Management meetings, District/Circuit/High Court proceedings…etc
Billy taught at St. Cronin's NS, Swords, for
12 years before being appointed to INTO Head Office
in 1991. Billy originally formed part of the team
working on members' queries, and had responsibility
for INTO publications. He also had responsibility
for co-ordinating INTO training courses. Billy
subsequently served as an Official and Senior
Official in a variety of roles before being appointed
as Assistant General Secretary in January, 2002.
Billy is head of the Conditions of Employment Department in Head Office. His department encompasses the management of the Query Line and telephone system within the office, and a wide ranging brief on conditions of employment. These areas include: staffing of schools, panel issues, school administration and ancillary staffing, school accommodation, retirement and pension issues, teacher absences, and school transport arrangements. His remit also includes issues related to the Conciliation and Arbitration scheme and matters for discussion at the regular clinic meetings between the INTO and the DES.
Tom taught in St Senan's BNS in Limerick City as a teacher and principal from 1975 until his appointment as Assistant General Secretary in INTO Head Office in January 2002. Tom previously served as Branch Secretary of Limerick City Branch and was CEC Representative for District XIII (Kerry and Limerick) from 1989 to 2002.
Tom leads the Communications, Principals and Social Inclusion Department of INTO Head Office. Its remit includes special education issues and policy, educational disadvantage issues and policy, and policy and issues relating to children with English as an additional language. The Department also has responsibility for issues relating to school leadership, including the development of the INTO Principals' and Deputy Principals' Committee, the INTO Principals' and Deputy Principals' Fora, the biennial Consultative Conference, and related publications and policy matters. The Department has responsibility for liaison with INTO student members in the Colleges of Education and arranges ongoing meetings and talks with the students.
Tom acts as editor of the INTO magazine, InTouch, and also oversees a wide range of INTO publications. He also has responsibility for the development of the INTO website, extranets for INTO national committees and other electronic communications.
