Emergency Motion
12.    Cap on Staffing and Embargo on Promotions

(a) condemns the Government's cap on teacher numbers particularly in light of the projected increase in the primary school population over the next five years;
(b) rejects the embargo on promoted posts;
(c) calls for the reversal of both the embargo on promotion and the capping of teacher numbers in primary schools;
(d) instructs the CEC to identify, in consultation with members, a range of non-cooperation measures which could not impact on the teaching and learning process;
(e) instructs the CEC, following this consultation, to issue a directive to members or to initiate industrial action as appropriate;
(f) calls on the CEC to direct members not to undertake additional duties where a post/acting post of responsibility is not fulfilled as a result of the embargo.
