INTO Executive recommends rejection of proposed public service pay agreement

The INTO Executive today decided to recommend rejection of the proposed public service pay agreement to members. The decision follows a meeting of the executive today which considered the detail of the proposed agreement.

The decision of the Executive is based on the failure of the proposed agreement to progress the issue of pay equality.

Speaking after the meeting today general secretary Sheila Nunan said notwithstanding progress to date on pay equality the recent pay talks were an opportunity to draw a line under pay discrimination and right a wrong imposed on new entrant teachers by government. She said the proposed agreement failed to signal an end to pay inequality.

Ms Nunan also said primary principals have been waiting more than ten years for the payment of a benchmarking award to end inequality between primary and post primary principals. She said the proposed agreement offered little prospect of delivery on this within the lifetime of the agreement. “In recent years, work has intensified” said Ms Nunan, “more and more responsibility has been heaped on primary principals without payment of this award.”

As a result the INTO Executive will recommend that members reject the proposed agreement in the forthcoming ballot. A ballot of primary teachers will begin next week. Ballot papers and an Eolas will issue to schools. In the event of rejection the Executive will consider a programme of industrial action.
