According to the Irish National Teachers Organisation (INTO), the McCarthy report advocates the closure of all small schools with less than 50 pupils with the further suggested closure of a large number of schools in the 50 to 100 pupil bracket. The INTO's Peter Mullen says that if these measures were implemented, it would hit Cavan and Monaghan particularly hard.
