Teachers’ Pay Agreement 2021-2023

Please see the update provided below from DE in relation to Teachers’ Pay Award Implementation:

“The Department is currently processing the 3-year agreement of the Teachers’ Pay Awards for year’s 2021, 2022, 2023 which will be completed in 2 stages for all current teachers;

  • Permanent teachers will be placed on their new September 2023 rate of pay from May 2024 and will receive their arrears from the implementation of the current payroll system, i.e. November 2023. Permanent teachers will then receive their arrears from the former payroll system which will be processed with the aim of paying the majority in the June 2024 payroll.
  • Supply teachers will be placed on their new September 2023 rate of pay from June 2024 and will receive their arrears from the implementation of the current payroll system, i.e. February 2024. Temporary teachers will also receive their arrears from the former payroll system, which will be processed with the aim of paying the majority in the July 2024 payroll.

Please note due to the time-pressures and constraints of processing this 3 year pay award, the processing of some normal correspondence may be delayed until after pay award is completed, unless this adversely affects current pay. Please be aware also that the Teachers Pay Team is extremely busy so it would be appreciated if teachers contact the Team by email rather than phone calls and note that there may be some delay in dealing with non-urgent queries.”

Teachers’ Pay Agreement Ratified

The Northern Ireland Teachers’ Council (NITC) and Management Side this afternoon formally ratified the Pay Agreement for 2021-2023.

Under the terms of the agreement the starting salary for teachers will increase to £30,000 the other points on the teachers and leadership pay scales will increase by 10.4% plus £1000 consolidated.

Caoimhin Mac Colaim, Chairperson of INTO Northern Committee said,

“While the offer is not perfect, it represents a significant uplift in pay for all teachers and school leaders.”

Mark McTaggart, INTO Northern Secretary,

“This offer has come about as a result of the determined and resolute action of our teachers and school leaders through 18 months of solid industrial action, and it represents a step towards pay restoration for teachers and school leaders pay going forward. The NITC will continue to work together for full pay restoration, beginning with renewed negotiation around a pay settlement for the year beginning September 2024.”

Personal Education Plan Guidance

Circular 2023/03

With respect to Circular 2023/03 – Revised Personal Education Plan Guidance for Children Looked After, published on 17th February 2023, since no progress has been made on workload proofing PEPs, our advice remains the same until further notice: Members should refuse to adhere to the revised guidance until such time as the guidance has been workload proofed and agreed by the teachers’ unions, therefore members should revert to the guidance followed prior to 17 February 2023.
