Salary Revisions from 1 September under PSSA

DES Circular 41/2019 (PDF) details revised salaries, with effect from 1 September 2019, negotiated under the PSSA (Public Service Stability Agreement). The PSSA will complete the restoration of gross salaries, which were cut under FEMPI laws to their pre-cut levels; this second last phase of the Agreement uplifts salaries by 1.75% from 1 September.

While remaining pay equality issues continue to be pursued, post-2010 entrants will see the benefit of the negotiated removal of points 4 and 8 from their salary scale, which results in faster progression up the salary scale for this cohort of teachers as detailed in Circular 22/2019.

Payslips of 5 September 2019 will reflect the 1.75% uplift being applied to just two of the fourteen days in that pay period. The following payslip of 19 September 2019 will include the full effect.

Under the PSSA, a further uplift of 2% to scale salaries, and restoration of allowances to pre-cut rates, will take effect on 1 October 2020.

Examples of the changes to salary in September 2019:

  1. A pre-2011 entrant on point 10 of the scale with an honours degree allowance will see a salary uplift of€825 per annum, rising from €52,051 to €52,876.
  2. A pre-2011 entrant on point 18 of the scale with an honours degree allowance will see a salary uplift of€983 per annum, rising from €61,089 to €62,072.
  3. A pre-2011 entrant at the top of the scale with an honours degree allowance will see a salary uplift of€1,106 per annum, rising from €68,114 to €69,220
  4. A post-2010 entrant currently on point 4 will see that point increase by€705 (from €40,276 to €40,981). This teacher with an incremental date of September will also benefit from a skip from point 4 to point 6. Including their standard one-point incremental progression, their overall uplift will be€3,155 per annum (from €40,276 to €43,431).
  5. A post-2010 entrant currently on point 7 will see that point increase by€773 (from €44,162 to €44,935). This teacher with an incremental date of September will also benefit from a skip from point 7 to point 10. Including their standard one-point incremental progression, their overall uplift will be€5,816 per annum (from €44,162 to €49,978).

Retirees on and after 1 September 2019 will benefit from the 1.75% restoration for pension and lump sum calculation.
