The Department of Education has issued Circular 0007/23, which outlines the application of a 2% pay increase to the salaries of all teachers from 1 March 2023. This percentage increase will be applied to all salary scale points, allowances, part-time hourly rates and daily substitution rates of pay.
The Department has confirmed to the INTO that the pay increases will be implemented in the pay issue for primary teachers on 16 March 2023.
Examples of impact of increases:
- The annual salary of a new entrant primary teacher on the first point of the scale will increase by €797.
- The annual salary of a primary teacher at the top of the 2010 pay scale with an honours degree allowance will increase by €1,487.
The 2% will also be applied to the pensions of retired primary teachers with the same payment date of 16 March expected.
Under the Review of Building Momentum further increases of 1.5% or €750 annually (whichever is greater) are to be applied to public service salaries from 1 October 2023.
The skipping of points 4, 8 and 12 of the post 1 January 2011 pay scale continues, as appropriate, for teachers who entered the profession after 2010. Some members whose incremental progression date falls in early March will also see the benefit of this measure in their pay from the 16 March.
Negotiations on a successor public sector agreement are expected to commence by mid-2023.
