INTO Launches Pre-Budget Submission Ahead of Budget 2026

The Irish National Teachers’ Organisation (INTO) has today unveiled its annual pre-budget submission, outlining the key priorities for primary and special education ahead of Budget 2026.

Following a successful National Lobby Day in June, during which INTO members engaged with over 130 TDs and Senators, the submission calls for targeted investment to address key challenges facing the sector.

Commenting on the launch of the pre-budget submission, INTO General Secretary John Boyle said:

This Budget is a chance to turn promises into progress. We must not squander it. INTO is urging the Government to honour its commitments in the Programme for Government and invest in the future of primary education. Our children’s futures depend on this vital investment in primary and special education. Teachers are delivering in classrooms every day. It’s time for the Government to match that dedication with meaningful investment.

The INTO is calling for:

  • An increase in the primary capitation grant, the primary source of school funding, by €75 per pupil to ease financial pressures on schools and families.
  • A reduction in the average class sizes by two pupils to bring Ireland closer to EU norms.
  • An expansion of the Small Schools Pilot Project to support rural school communities through enhanced administrative resources.
  • And, the introduction of Special Education Needs Coordinators to improve provision and planning for the primary education of children with additional needs.
