Threshold Assessment Arrangements for 2024/2025:

The Employing Authorities issued a letter to schools outlining threshold arrangements from September 2024 – Letter from Employing Authorities to Principals/Boards of Governors (PDF)

  • Eligible teachers must have completed periods of employment amounting to at least 26 weeks of satisfactory service and be on point 6 of the Main Pay Scale.
  • Teachers who wish to seek progression to the Upper Pay Scale must apply for assessment against the Northern Ireland Threshold Standards, which remain unchanged.
  • Decisions to move teachers to point 1 of the Upper Pay Scale from 1 September 2024 will continue to be based on the professional judgement of the principal. There will be no external assessment.
  • In making the assessment, the principal will need to analyse the teacher’s performance in the four threshold standards, taking account of the two most recent PRSD review statements for 2022/23 and 2023/24.
  • Verification of evidence will continue to be required for all applicants.
  • Applications from eligible teachers for threshold assessment must be made to the principal, no later than Friday 4 October 2024
Upper Pay Scale Progression for 2024/2025:

  • Teachers are eligible to be considered for progression up the UPS every two years until they reach the maximum of the scale (point 3).
  • Teachers who have completed periods of employment amounting to at least 26 weeks of satisfactory service over the past 12 months, and who were placed on UPS1 on or before 1 September 2022, are eligible to be considered for progression to UPS2 from 1 September 2024.
  • Similarly, teachers placed on UPS2 on or before 1 September 2022 are eligible to be considered for progression to UPS3 from 1 September 2024.
  • The decision to progress a teacher up the UPS must be taken by the Principal and based on those teachers having two consecutive successful performance review statements for the 2022/23 and 2023/24 academic years.
  • All principals should ensure that the appropriate UPS2 and UPS3 forms are completed and retained in the school and the appropriate TR268 form returned to the Teachers’ Pay and Pensions Team no later than Friday 25 October 2024.
