INTO Members Accept Teachers’ Pay Offer 2021-2023
INTO members in Districts 1 and 2 have chosen, by a substantial margin to accept the Teachers’ Pay Offer for 2021,2022 and 2023, in an electronic survey of members in the north.
The union result announced today (20 March).
- 2,417 members (68.42%) supported the offer
- 1,129 members (31.58%) were against the offer
- The turnout was 50.2% of the NI membership
The Northern Committee of the union scrutinised the offer negotiated by the NITC Pay Team and issued a formal recommendation to the membership, urging acceptance of the 3-year award which covers the school years 2021-22, 2022-23, and 2023-24. A significant majority of members agreed to accept the proposals.
Responding to the result, INTO Northern Committee Chairperson, Caoimhin Mac Colaim said:
“While the offer is not perfect, it represents a significant and much needed increase in pay for all teachers and school leaders, during a time of great financial pressure. INTO will now begin with preparations to progress our next pay claim for September 2024.”
Teachers Negotiating Committee Meeting
The results of surveys conducted by all five of the teachers’ unions who are members of the Northern Ireland Teachers’ Council (NITC) will be aggregated at a meeting of the Teachers Negotiating Committee on Tuesday, 26 March with a plan to implement the deal.
INTO representatives attending the meeting will indicate that our members have strongly supported the ratification of the pay award. The INTO will communicate the outcome of the TNC discussions on our website.
Teachers' Pay Offer 2021-2023
Following on from a series of recent meetings, we are pleased to confirm that the Management Side of the Teachers’ Negotiating Committee (TNC) have made a formal offer to the Northern Ireland Teachers’ Council (NITC) for Teachers’ Pay 2021, 2022 and 2023.

Going into the negotiations the union side had a clear set of priorities agreed by the Northern Ireland Teachers’ Council:
- That the pay offer would address the rising cost of living and disparity of teachers’ pay, especially for our beginning teachers,
- That teachers would receive backpay for 2021, 2022 and 2023,
- That an increase would also be applied to SEN and Teaching Allowances,
- That it would contain a framework to address the recommendations contained in the 8 completed Workforce Reviews, and
- That it would contain measures to address school leader workload that can be progressed.

It is the view of the negotiators that the offer received on Thursday 7 March 2024 represents the “maximum achievable through negotiation at this moment.”
The improvements in the pay adjustments of 2021, 2022 and 2023 – valued at 10.4% consolidated – would mean that teachers would receive a pay increase/uplift ranging from 12.8% - 15.2% and backpay paid up to 31 March 2024.
The pay offer and subsequent removal of M1 from the main pay scale will deliver more money and a higher percentage increase for our beginning teachers, making their pay equal to England.

The upcoming INTO survey on the pay offer will be held online. The survey will be open from Thursday, 14 March @9am to Wednesday, 20 March @5pm. An email containing the link to the online survey will be sent on Wednesday, 13 March, from Northern Office to every member for whom we hold a current email address. It is important that members be as visual and as vocal as possible to let the politicians see and hear that teachers, along with the other Public Service workers, have had enough and demand to be paid what they rightly deserve.
Rallies have been organised in the following venues:
- Belfast (City Hall) 12 noon– feeder parades from Belfast City Hospital (11am), RVH (11:15am), Mater (11:30am).
- L’Derry (Guildhall Sq) 12 noon– feeder parades from Altnagelvin Hospital (10:30am) & Sainsbury/Fort George (11.00am).
- Omagh (Courthouse) 1pm– feeder parade from Crevenagh Rd Park & Ride (12:30pm).
- Enniskillen (Town Hall) 1pm– feeder parade from Brook Park, meet from 12 noon, march off 12:30pm.
- Magherafelt (Diamond) 11am
- Cookstown (Old post office/Main St) 1pm.

On the back of the decision taken by the Northern Ireland Teachers’ Council (NITC) to call a full day of strike action on Thursday, 18 January 2024, INTO Northern Secretary Mark McTaggart stated that:
All those who hold the purse strings have agreed with the teaching unions that the issue of the vast differential in teachers’ pay in the north compared to teachers across these islands is unsustainable and must be addressed.
The ongoing discussions around finance indicate that a figure of approximately £600 million is to be allocated to solve the Public Sector pay disputes. INTO demands that the decision makers detach themselves from the notion that this funding is subject to the restart of the Stormont Institutions and immediately release this money to resolve the issues of public sector pay.
A just Public Sector pay solution cannot be dependent on the action or inaction of any politician or political party.
No teacher wants to take strike action. The only people who can prevent it are those who control these funds, and in the absence of a Stormont Executive it is incumbent on the British Secretary of State to stop acting as an absentee landlord, step up to the plate and get the issue of teachers pay resolved.
