Half restoration to those earning in excess of €65,000

Updated following meeting with DES

  • On 1 April 2017, as agreed under HRA and LRA, the pay reductions to teachers earning in excess of €65K will be reduced to 2.75% on salaries up to €80K and 4% on any salary over €80K but less than €150K.
  • This represents a halving of the HRA pay-cuts which came into effect on 1 July 2013.
  • In the month of April, teachers earning over €65,000 will see the HRA deductions on their payslip decrease in line with the reduction in pay-cuts from 1 April 2017.
  • These cuts will be reversed completely from 1 January 2018 with the resultant effect of the HRA headings on the left-hand side of a teacher’s payslip disappearing completely after this date.
  • The €1,000 which was added to each point of scale on 1 April 2017 is not subject to HRA cuts.

 

See below for three examples of how changes will be benefit teachers from 1 April 2017:

 

Example 1

Teacher on top point of the scale with a honours degree and special duties post of responsibility allowance

Total Salary (before cuts) on 1 April 2017: €69,842 p.a.

Salary on 1 April 2017 that is subject to HRA cut: €68,842 p.a.

 

Full Value of HRA Cuts up to 1 April 2017

The HRA cut for this teacher up to 1 April 2017 was €2,017 p.a.

 

Half Value of Cuts after 1 April 2017

HRA cut for this teacher after 1 April 2017 will be reduced to €1,009 p.a.

 

PLUS €1,000 per annum also added to salary on 1 April 2017 which is exempt from cuts.

Therefore, this teacher’s gross annual salary will be €68,833 from 1 April 2017 representing a total uplift of €2,009 p.a./€77 per fortnight.

 

Example 2

Teacher on top point of the scale with an honours degree and assistant principal post of responsibility allowance

 

Total salary (before cuts) on 1 April 2017: €74,593 p.a.

Salary on 1 April 2017 that is subject to cuts: €73,593 p.a.

 

Full Value of HRA Cuts up to 1 April 2017

HRA cut for this teacher up to 1 April 2017 was €2,279 p.a.

 

Half Value of Cuts after 1 April 2017

HRA cut for this teacher after 1 April 2017 will be reduced to €1,139 p.a.

 

PLUS €1,000 per annum also added to salary on 1 April 2017 which is exempt from cuts.

Therefore, this teacher’s gross annual salary will be €73,454 from 1 April 2017 representing a total uplift of €2,140 p.a./€82.02 per fortnight.

 

Example 3

Teacher on top point of the scale with an honours degree, principal allowance for 18 teacher school, secretary of the BOM allowance and long service allowance

 

Total salary (before cuts) on 1 April 2017: €88,268 p.a.

Salary on 1 April 2017 that is subject to cuts: €87,268 p.a.

 

Full Value of HRA Cuts up to 1 April 2017

HRA cut for this teacher up to 1 April 2017 was €3,212 p.a.

 

Half Value of HRA Cuts after 1 April 2017

HRA cut for this teacher after 1 April 2017 will be reduced to €1,606 p.a.

 

PLUS €1,000 per annum also added to salary on 1 April 2017 which is exempt from cuts.

 

Therefore, this teacher’s gross annual salary will be €86,662 from 1 April 2017 representing a total uplift of €2,606 p.a./€99.89 per fortnight.
